Senior Program Analyst

DEFINITION: 
Provide acquisition program support to the NAVAIR PMA-265 F/A-18 and EA-18G Program.  Specifically, provide Government Furnished Equipment (GFE) Budget Financial Management (BFM) to the PMA-265 Production/GFE Manager.

DISTINGUISHING CHARACTERISTICS:
 
Assist the PMA-265 Production/GFE Manager and cog PMA-265 Budget Finance Managers (BFMs) to develop and update the annual GFE Budget, provide financial reports in support of recurring budget reviews throughout the budget cycle, plan and execute of the annual GFE procurement to support F/A-18 and EA-18G aircraft retrofit and production requirements, maintain a living record of all active GFE funding execution and deliver recurring funding execution status reports reflecting all active fiscal years of execution to the PMA‑265 Production/GFE Manager and cog PMA-265 BFMs.  Identify funding execution discrepancies and coordinate with the PMA-265 Production/GFE Manager and cog PMA-265 Budget Finance Managers (BFMs) to report and provide recommended solutions to discrepancies.  Track resolution efforts for each discrepancy and provide a report to the PMA-265 Production/GFE Manager and cog PMA-265 BFMs detailing the status of unresolved and resolved discrepancies. EMPLOYMENT STANDARDS:

1.)Possession of a bachelor’s degree and significant professional experience including: a) minimum 10 years of business analysis, preferably in the acquisition field of major DoD weapons systems; and, b) minimum 3 years experience related to the NAVAIR Budget Finance Management (BFM) field.

2.)Allowable substations:
         a.)  8 years of DoD acquisition over and above the minimum experience will be considered equivalent to a bachelor’s degree.  Total experience must include 3 years experience of NAVAIR business finance management.
         b.)  an additional postgraduate degree will be considered equivalent to 4 years of general business analysis experience.
         c.)  an additional 4 years of general business analysis with an associate’s degree will be considered equivalent to a bachelor’s degree.

3.) Knowledge of the principles and practices of NAVAIR/DoD business finance management including the financial planning and tracking of commitments, obligations and expenditures and experience with different types of funding, such as APN-1 and APN-5.  Familiar with SECNAV, OPNAV and OSD forms related to Planning, Programming, and Budgeting System (PPBS), Military Interdepartmental Procurement Requests, Work Requests Purchase Requests; Navy ERP to prepare funding documents in accordance with established policy and guidelines; Navy ERP to track funding documents and to ensure documents are committed, obligated, and expended; Navy ERP to reconcile discrepancies between actual financial status versus Navy ERP postings.

EVIDENCE OF
: a past track record of being able to work with minimal supervision; delivering a product on time, flexibility to successfully meet changing client requirements, ability to prioritize competing tasks, proven experience with business finance management principles and personal leadership skills.

DESIRABLE SKILLS
: possesses ability the effectively utilize written and oral communication skills; identify problems and recommend corrective actions; strong team building skills and ability to develop and maintain a highly integrated network of business clients, colleges and partners related to the budget finance management of PMA-265 F-18 and EA-18G GFE.
