PROGRAM ANALYST (Mid/Senior Level)

DEFINITION:
Provide acquisition program support to the NAVAIR PMA-265 F/A-18 and EA-18G Program. Specifically, provide Procurement Initiation Document (PID) support to the PMA-265 Acquisition Manager.
DISTINGUISHING CHARACTERISTICS:
Provide acquisition support to the PMA-265 Acquisition Manager and product IPTs including the development and execution of PID Execution Plans, planning and conducting Procurement Planning Conferences (PPCs), produce and staff Procurement Planning Agreements (PPAs), produce and staff PID packages and monitor/report progress of PID milestone plans.
EMPLOYMENT STANDARDS:
1.)Possession of a bachelor’s degree and significant professional experience including: a) minimum 6 (mid-level)/10 (Sr. Level) years of program management or business analysis, preferably in the acquisition field of major DoD weapons systems; and, b) included in the above total experience a minimum 3 years experience related to the acquisition of NAVAIR major weapon systems.
2.)Allowable substitutions:
a.) 8 years of DoD acquisition over and above the minimum experience will be considered equivalent to a bachelor’s degree. Total experience must include 3 years experience of NAVAIR business finance management.
b.) an additional postgraduate degree will be considered equivalent to 4 years of general business analysis experience.
c.) an additional 4 years of general business analysis with an associate’s degree will be considered equivalent to a Bachelor’s degree.
3.)Knowledge of the following highly desirable:
the activities involved in the planning (including PPC and resultant Procurement Planning Agreement (PPA)), financial analysis, development/generation, coordination, and review/approval of PIDs; NAVAIR acquisition plans and procurement strategies; ROMs, SOWs, CDRLs, J&A documentation, contract and contract modification documentation, change orders, and small purchase requirements; the NAVAIR (AIR-1.0) PID Process Instruction (NAVAIRINST 4200.37A); the NAVAIR PID Guide; applicable FAR, DFARS, DoD, SECNAV, and NAVAIR acquisition directives; the Planning, Programming and Budgeting System (PPBS); the NAVAIR Integrated Product Team (IPT) organizational structure.
DESIRABLE SKILLS/ABILITIES:
Highly proficient with the Microsoft Professional Office Suite including Microsoft Word, Access, Excel, Power Point, and Project; well developed written and oral communication skills; ability to assess established business processes, identify/document business process problems and recommend business process improvement initiatives; strong team building skills and ability to develop and maintain a highly integrated network of team members required to successfully execute the PMA-265 PID Process.
